The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I only have a few to recommend to you, as I don't frequently change my PD vehicles and don't want to recommend anything that is going to break or is straight unusable that I haven't used. I also don't know of many Impala packs, unfortunately. You can always visit the vehicle models download page and search LSPD if you don't happen to like any of these.
