Issues launching GTAIV after downgrading to patch 1.0.7.0

I just recently downgraded my GTA IV to patch 1.0.7.0 and went ahead and installed LCPDFR and some cars and other mods related to it. I had tested to make sure the downgrade worked, and it did, by playing a bit of the game in just normal singleplayer and had no issues. However, after I installed some mods for LCPDFR, the game no longer launches. This is after I try to start the game via the "PlayGTAIV.exe" launcher on admin and it has not given me any errors or anything else. It hasn't even tried to launch or give me a black screen. It did give me some logs, but they only say they were in the process of launching and don't seem to show much, but I'll post them below.

 

I know this game is old and it isn't exactly stable, but if anyone could try and help me out, I would really appreciate it. Otherwise, I'm just going to give up and do something else with my time rather than try and fix this buggy game.
