The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

After the update, I updated LSPDFR and RPH then the game seemed to launch, but SHV was out of date too. After updating SHV I was prompted to install battleye, which I did and after disabling it my game wont launch and there's no indication of a crash or error. It loads Rockstar launcher and after awhile the Rockstar Launcher says GTA is already running, I've tried restarting and closing GTA with task manager and still haven't found a solution..
