Would you post sceenies of your GTA IV folder and "scripts" subfolder? Those might be able to help solve this.

Almost a dead end for me. Try downloading and installing this http://www.microsoft.com/download/en/details.aspx?displaylang=en&id=17718 and http://www.microsoft.com/download/en/details.aspx?displaylang=en&id=5555 . If it still doesen't work, try re-installing the mod once.

Alright, but you didn't have to show the folder...

Try running the game as administrator again. If that doesn't work, reinstall the mod. After that, I have nothing.
