Just a thought, think any and all mods work more smoothly when everything else in the game is complete (Story Complete) - ?

 

 - since less memory and activities need to be loaded while in play after missions complete... ?  or rather does it depend on your graphics card, CPU, etc..

Ya my psychical memory is at 4 GB running on windows ultimate with a Nvidia geforce graphics card at 1gb memory and overclocker at 1700mhz memory but I bought it about 2 years ago and it was one of their lower end cards, also a 4 core AMD processor at 2.9ghz so I do need to upgrade my computer which I'm making a best guest that with a computer with the most memory and high speed cpu and graphics cards you'll see less crashes even with high poly and ELS

Yes if you have a processor with atleast 8GB of RAM and atleast a fairly good graphics card such as the "XFX FX-795A-TNFC Radeon HD" and a pretty good motherboard like the "F2 A85-V Pro" you should be able to run GTA IV very smoothly. I'm actually in the process of rebuilding my whole Alienware computer and upgrading everything to be able to run GTA IV even better and even faster with even more mods installed. It's going to cost me quite alot but it's worth it and it's going to last me a long time!
