I was playing LSPDFR earlier today around 2pm and the game was running fine, then i went to dinner, came back at 7 to play again and i clicked on RPH to launch and a blue loading wheel came up, disappeared and then another one appeared and disappeared again without the game launching. I have had this issue in the past and am at a loss for what to do. I tried to disable my Microsoft anti-virus and threat protection but that still did not work. Any help would be hugely appreciated. 

I was having the same issue but I found a way to fix it. First thing you need to do is go to the rph discord necessities channel https://discord.com/invite/z8N5P9MCRx and download the rph for your game version. then open the rar file and your game directory and paste everything from the winrar except for the sdk and licenses folder and the readme into your game directory and then try opening rph. Hope this works
