Character runs in place!!!

please help!

i just followed a tutorial on youtube - How to install LSPDFR Mod and my ELS State Wide Pack for 2024  for a vehicle pack as well as reinstalled a spotlight mod sticky wheel mod Ive had before...

after successfully installing, my game loads up like normal, no crashes however... My character will not move, he just runs/walks in place as if he's anchored down... I have tried teleporting and airbreaking to get him to fall or something but he'll just run in place even in the sky!!

If I spawn a car (even the new cars just installed that work great) I can drive freely around the map like normal but upon exiting the vehicle on foot, I cant move, i cannot even re enter the vehicle, character will just run towards it forever as if they're not on the same plane.

could this be the product of the meta files replaced in OpenIV?? I wouldn't think so but don't know what else to think! please help. what files should i consider first?
