RAGE Plugin Hook not detecting game

Hello, I'm having some troubles starting RAGE Plugin Hook as it seems to not recognize the game launching. 
The game was a fresh installation, and LSPDFR was installed manually

I tried lauching it with RAGE directry, did not work
I tried launching it and when the loading screen with the cops light showed up I started RAGE, did not work.
I tried launching the game in story mode, loading the save and then open RAGE, did not work
I tired lauching the game via the rockstar launcher, then RAGE, did not work.

Windows anti-virus real time protection has been turned off
A backup of the game has been made.

This is what I had going while trying to boot up RAGE

 And this are the setting of RAGE, every command line switch is unchecked

Funny thing is that a two years ago I managed to download and run both RAGE and LSPDFR without any issues.
