Low fps with an already optimized game

My specs: 


Before I load my LSPDFR plugins (and with RPH plugins already loaded including Off duty LSPDFR) my game will run at anywhere from 100-120 FPS 

As soon as I load my LSPDFR plugins my game will IMMEDIATELY drop at least 50 fps and I'll consistently only manage to run my game at about 45-55 FPS even in less ped populated areas of the game, all my scripts, RPH plugins and LSPDFR plugins are up to date and the ini files are as optimized as I could get them to be using other posts from people who share a similar issue.

The only graphic mods I run on my game are VisualV Livelyworld Expansion (paid version) and a custom reshade preset which i've determined isn't the issue by uninstalling and benchmarking my game with just visual v and LWE.

I use the stock traffic variation of F7YO's gameconfig. I also use heapadjuster, gta resource adjuster, and packfilelimit adjuster and I've already edited the INIs for all of those as well.

is it simply because i have too many callouts packs because atp that's all I can think of it being, if anyone knows and they read this entire yap session let me know, thanks.

Edit: I'm also positive it is not my graphics settings considering I'm only using half of my VRAM, I even go as far as to overclock my GPU because an issue I've had in the past is my CPU bottlenecking my GPU but even with an overclocked GPU I can't improve my frames which is why I made this post to begin with because even after all of that my game still runs slow which is what's making me think it's an LSPDFR issue.
