Police lights dont seem to be emiting any light (ELS)

Hello, i have an issue with way that police lights work. It just seems like they arent emiting any light, just color textures. I tried installing various radiance mods, ELSs, and other modyfing Graphics settings, nothing seemed to work, Can anyone help with with that?
