My ELS won't work

I have tried multiple times to make my ELS work and it has not been working since the new game/ LSPDFR update. I have got everything installed that is required for it. I just can't bring up the control panel when I press Ctrl + P. I have reinstalled ASI manager more then once I have also uninstalled OpenIV and reinstalled. Still not working. Can I have some help please?
