Upgrading computer to use gtaiv / lcpdfr

I recently bought GTA IV for the PC, I played it and noticed the game was lagging quite a bit, so I'm looking to upgrade my computer. I'm a novice when it comes to computer specification etc , I normally run my PC through my 40 inch tv which when I've been reading the performance of your PC can also depend on the screen resolution? I do have a 24 inch monitor running 1280x1024.

Below is the spec of my computer, I'd be grateful of suggestions as to what I would need to upgrade in order for GTA IV to run smoothly on my computer.
