Greetings to all users.
I have a BAD ANTIVIRUS AND INSUFFICIENT PERMISSION error
I've already done everything I could find.

I ran the Rage Plugin Hook on behalf of the administrator
I turned off the antivirus
Turned off the firewall
The name of the folder with GTA 5 has not been changed (license from steam)
RageNutive.dll There is
All scripthooks and dlls are there
Permissions in the folder with gta 5 provided everything, the folder itself was also fully opened, lcpdfr tried to reinstall, the PC also rebooted, started the game several times in a row (I saw what helped some, I did file integrity checks in the steam (it was not damaged once), watched all the videos that come out with this error, it did not help Nothing.
