Wanted Level Triggers While on Duty

I recently came back to modding after taking an 8-month break.  I reinstalled everything like the last time, and things are very odd for some reason.  The last time I played this, my character would start in a police station.  Now my character starts out as Frankin from Franklins apartment.  When I go to force duty, my character is still Franklin until I go to the F11 menu and change my wardrobe.  Then, While I'm on duty, if I run over people or shoot someone, I get a wanted level and Police chasing me.  But the really weird part is, if I go inside the police station, my wanted level goes away and I can shoot cops in the station with no wanted level.  Then if I go outside, the wanted level is over but just until the next time I  shoot someone or trigger a crime event.  Does anyone have any ideas of what's causing this?
