I can't get some cars to load properly in the game with this

No matter what I do I can't this get into loaded into the game even thought I have ELS added, I can't get it to spawn in the trainer. I tried the LML and the DLC method and still no luck I need help to try to troubleshoot this issue I'm new to adding mods to GTA V as I just got the game recently.

 

 

Yet I'm able to get this into the game with LML but not as a addon in the DLC and I can not get both spotlights or even the wheel cover to spawn either. Only one spotlight shows up either on the right side or the left not both at the same time.
