For starters in `Grand Theft Auto V\plugins\LSPDFR`:

Then...
1. Open the `Grand Theft Auto V\LSPDFR\lspdfr.ini` file.
2. Change the following options to match
`AmbientSpawn.MaxCopsInArea = 0`
`AmbientSpawn.MaxSpawnedCopsInArea = 0`

Remember LSPDFR will never be 100% stable - playing for close to an hour is normal for most people. Usually there is not something specifically wrong with your game unless you are crashing consistently after a small amount of time.
