This happened in the past a few times too, but it magically got fixed without me actually doing anything. This time, it decided to do it again, but it didn’t fix itself like in the past. And yes, I reinstalled EUP Law & Order, EUP Menu, EUPFR Basic configuration, and RAGENativeUI (I also installed the latest RAGE Plugin Hook version and LSPDFR, but that was for LSPDFR crashing when I got on duty). I also installed this pack right before the problem occurred, but unless I did something REALLY wrong during the installation, it shouldn’t be a problem. 

 

There's pretty much only two things that can go wrong with EUP.
Either the EUP files themselves or the EUP configurations.

Also it's important to note that the locker configurations are different from the EUP Menu configurations.

So first thing I would confirm is that eup menu configurations are broken as well

Yes, I checked both the locker and the menu and they are both broken.

First try reset the eup menu by deleting the EUP folder in `GTA\Plugins`.

then load the game up again
if still not working uninstall EUP Law and order from your dlcpacks then redownload and reinstall

I tried deleting the EUP folder, but it didn’t work. So I completely uninstalled EUP Law and Order, redownloaded, and reinstalled it, but it also sadly didn’t work.

I think your mods folder may be slightly bugged.
Try the following
rename your mods folder to `_mods` and create a new empty mods folder
Reinstall just EUP law and order, and go in game and see if the outfits are working in the EUP menu

Thanks! It worked like a charm.

Great you can delete the bugged mods folder called `_mods` and start reinstalling stuff in your current mods folder.
Install one thing at a time and constantly test the game
