NEW TO MODDING HELP!!!!!!

Hey everyone! I need a little bit of help here, I'm relatively new at the whole modding thing, however I am a little stuck. I'm trying to get the ELS system up and running however when I downloaded ScriptHookV for the first time. LSPDFR booted up ran for maybe 10 seconds then crashed or what i would assume to be a crash (The screen freezes then the application closes and on the steam page it just says quitting.) I watched the "How to Install ELS" videos on youtube more than once, So I know i have everything put where it needs to be. I uninstalled and reinstalled the game to start fresh. I decided to reinstall all the mods i had downloaded prior to ScriptHookV being downloaded. Now Last night I got the bright idea to try the process over again. I downloaded ScriptHookV and installed again it caused my game to repeat the process over once again. However, after doing some digging on some forums, someone said that it could be an ASI file that is "Broken" I don't know if that is the best term for it, but that's what i'm going to use. I copy and pasted all the ASI files out of my Directory and started pasting one by one. I figured out the problem was that I had the ScriptHookV ASI and the OpenIV ASI together what was preventing the game from running. I took the OpenIV ASI out and it fixed the game. YAY. The reason I'm writing today is a different problem. After the game started running smooth i decided to download a ELS car pack off of the LSPDFR website. I went into OpenIV and inplanted the car files into patchday20 now it is repeating the same process over again however I do not crash untill I open my F4 Menu and try to spawn a Vehicle. Can anyone be of assistance? I really don't know what to do.
