Problem with headlights on vehicles

The headlights on most of my police vehicles plus some other vehicles have the headlights on at all times and they are really bright. I can turn them on and off but they're still on. I guess this is some kind of idle stage for the headlights that is always on when the car is on, but they are way to bright. I have ELS with a custom visualsettings.dat file made for swedish police vehicles for brighter emergency lights that I have configured to my liking. 

A few vehicles do not have this problem and I have tried to compare different settings but I can't find a fix. I have played around with the visualsettings file but to no avail. I have tried editing the ytd files aswell to bring down the brightness on the texture but that haven't worked aswell.
