Hello i have a question i have a police bike on bf400 can i make the bf400 a official police bike like policeb or not cuz i want to pull over people with it

Why not just replace the POLICEB slot?

If that's not possible, you can do - you'll have to ensure the <Flags> in your vehicles.meta contain FLAG_LAW_ENFORCEMENT & FLAG_EMERGENCY_SERVICE an that the Vehicle Class is VC_EMERGENCY.

Note that the vehicle won't by default a) spawn ambiently b) come as backup. You'll need to edit your LSPDFR XML files / Ultimate Backup files for this.

There may be something I'm missing as that's off the top of my head, but you can cross check the .meta information from POLICEB & see if anything relevant is worth transferring to your BF400.

Well thats the problem i cant find bf400 in vehicles .meta
