The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

OIV file not transfering

So I tried installing radiance V on my game but the new one uses a OIV file and whenever I try to move them to my visualsettings in openiv it won't let me as it won't give me the option to even though I have edit mode enabled

    You need to move the .oiv file to another folder, such as your desktop, and find the image.png.0ac2ecb593709f463a6f55b9ef1d8816.png button on the top of your screen. The button will say "Open Package Installer" when you hover over it. From here, find the file on your desktop and click "open" and install to your mods folder.
