Sheriff Skin [WIP]

I am attempting to do a sheriff skin for my home town using the CVPI as the test vehicle. The catch to this being that a) the Department was disbanded in the 60's and there are no pictures of their cars and b) I have extremely limited experience with GIMP in creating skins. Let me know what you think about it so far and any suggestions are welcome.

Yeah. The local OPP Detachment has 2 digit roof numbers and 3 digit trunk numbers so I am trying to match that to an extent. I am still trying to keep this as unique as possible and keep well within the guide lines set by the person that gave me this assignment.

I had some time today and updated the skin. I believe that it looks about 25% better now. Suggestions for improvements are appreciated and a special thanks to Michael V for giving me the link to the gimp tutorial.
