Just reinstalled LSPDFR and RPH again today, I'm really bad at troubleshooting RPH and LSPDFR so I have no idea where to start, here's my log.

Yes, ScripthookV, ScripthookVdotnet, Pakfile Limit Adjuster, Heap Adjuster, Gameconfig, and all those necessities are always the first things I install. I'm currently playing GTA:O (without ASI loader and rph), I'll update u when I give that a try.

Changing the Threshold didn't fix it.

Remove any files with the name SHVdotnet.

Send a new log, Does gta 5 work on its own? Can you fully load into story mode?

Yeah, I can load into story mode fine and i was playing gta online like 30 mins ago.

Antivirus exception

Add the GTA Main Directory to the exceptions list for your anti-virus. Restart PC. 

Remove any in-game overlays such as GeForce experience/Xbox game bar, Then try again. Try running rage as administrator. If the issue still persists, see page 4 for more solutions:

I ran it as admin and added the main directory as an exception in my antivirus

renaming dinput8.dll just made it crash instantly instead of getting to the main loading screen.
