Need Help With Vehicle Skin Swapping, Handling, Vehicle Slots, etc.

I'm attempting to use a custom vehicle pack and custom skins and have certain vehicles with certain skins in certain slots, but I can't get it quite right.

THIS IS WHAT I'M ATTEMPTING TO DO -
 
This South Carolina skin pack has 5 or 6 sets of skins, and I want to use one set of skins for the Sheriff's and FBI vehicles (Sumter County), and another set of skins for the LSPD vehicles (Simpsonville PD).  I know how to replace textures on vehicles, but when I've replaced the stock vehicles with the Code3 pack, it seems like a bunch of the vehicles are in slots they shouldn't be and don't handle properly (lots of rolling).  There is a metadata file in the Code3 pack which supposedly makes the vehicles handle properly, but its only a single file and not specific to each vehicle.  I'm sure I installed it correctly but I'm wondering how I can move certain vehicles around to other slots and make them use the handling lines/engine sounds of different vehicles.

THIS IS ULTIMATELY WHAT I'M TRYING TO ACHIEVE WITH THE VEHICLE SLOTS -

POLICE - 2011 Crown Vic - Simpsonville PD
POLICE2 - Is it possible to have a Simpsonville PD skin 2016 Explorer in this slot with correct handling, despite the stock vehicle in this slot being a Charger?  I'd rather use this than the old Charger model but I don't know how to make it handle like an Explorer and not a Charger.
POLICE3 - 2016 Ford Taurus - Simpsonville
POLICE4- 2014 Charger - Sumter County (OR can I run a 2nd 2011 Crown Vic with a Sumter County skin, despite using the same 2011 Crown Vic in the POLICE slot with a Simpsonville PD skin? I'm not sure if this is possible)
 

SHERIFF - 2018 Charger - Sumter County
SHERIFF2 - 2020 Tahoe - Sumter County
 

FBI - If I can run the 2011 Crown Vic in both the POLICE4 AND POLICE slots with different skins, I would use this FBI slot for the Code 3 2014 Charger with Sumter County skin instead of the POLICE4 slot.

Is it possible to do what I'm attempting to do?  I could really use some guidance as to how I can achieve the vehicle setup outlined above, I got stuck last night when my Taurus was sounding like a Charger and rolling on every turn, and I don't even know how to begin to use the 2011 Crown Victoria vehicle in 2 separate vehicle slots with 2 different skins.

This is all for the purpose of realism/immersion so the appropriate vehicles and skins are spawning to the correct departments, OBVIOUSLY.  I want to have Sumter County skin Code 3 vehicles patrolling and responding where the Blaine County stock vehicles are, and I want to have those Simpsonville PD skin Code 3 vehicles patrolling and responding in the city where the stock LSPD vehicles spawn.

Any help would be massively appreciated, thanks!
