Crashes while loading

I have been away from LSPDFR for a while now and just did a complete re-install of the game. I installed manually and have not put anything else in that didn't come with the download. Could someone please help me understand where I am going wrong? I will attach crash report.

Do you have a mods folder? If so, please rename it to _mods & retry.

Let me know if you're then able to launch up the game.

Can you confirm that you can enter story mode without RPH?

If so, try launching RPH then please.

I can enter story mode yes.

So when I launch w/RPH it "loaded" and informed me of 16 new commands but the screen stayed black and the wheel in the lower right corner just kept spinning. I could bring up the commands with F4 but nothing other than a black screen. No audio either.
