The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

So I have done the manual install of LSPDFR 0.4.9 (Build 8433) and I try to open the RAGE Plugin Hook, but it sits on the screen saying "Validating Hook" and freezes for a sec then just closes. I've tried running RPH and GTA V at the same time but it does the same thing. I have replaced every file from the old verson with this newer version.

Ok nevermind i just found the message on the Downloads tab that says:

Update 7th Feburary 2023: Microsoft Defender has incorrectly introduced a false positive detection for RPH in a recent defintiion update. If you're affected, you'll see RPH briefly mentioning 'Verifying Hook' and crash. It may not be sufficient to just exempt your GTA folder; To start RPH, it may be necessary to temporarily disable your AV. You can re-enable your AV when RPH starts and hooks successfully.
