The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

GTA V freezes and crashes seconds after launch

GTA 5 just plain refuses to even start ever since this new update. At one point, I had it opened and in game but was suffering major texture loss so I changed some graphic settings which fixed texture loss issues in the previous update. Since then, my game will freeze 5 or so seconds into the launch screen of sirens and gunshots then crash to desktop. This is being launched from both Steam and rockstar games clients, complete fresh install too with no mods at all. I'm losing my mind trying to figure out what the problem is to no avail. Any help from someone more knowledgeable would be very grateful, thanks!
