Socket/Permissions Error GTA V Steam Version

Hello,

Whenever I start the game, LSPDFR loads and then crashes. The error message I get is something like LSPDFR.dll has crashed, and then the game loads into normal story mode. When I press F4 to scroll through and try to find where the error occurred during the loading of LSPDFR, the only error I find is some kind of socket and/or permissions error.

I've reinstalled LSPDFR with a clean reinstalled copy of GTA V (Steam Version) multiple times and the problem persists. I've also deleted LSPDFR and redownloaded it/ reinstalled it multiple times. The only antivirus I have is Windows Defender, and I have added all GTA V and LSPDFR files and folders as exceptions as well as allowed them through windows firewall. I've even gone as far as disabling windows defender completely. 

I have also tried different methods of starting the game and RPH, ensured both the game and LSPDFR as well as RPH are up to date. The only plugin I have is LSPDFR. I've been working on fixing this issue every afternoon/evening for 5 days now.

If anyone could be of help I would greatly appreciate it, as this is my second time installing it on my own PC and I never had any issues with it in the past. I've attached a screenshot of the error message as well as the logs and an exception file. Thank you all!
