Why does it crash, i have tried all kinds of fixes..

So i recently reinstalled "GTAIV Complete Edition" and replaced the stock emergency vehicles and police skins with their real life counterparts (nypd cars/uniforms) and installed "ELS IV", and now it throws the "LCPDFR_Loader.Loader" error everytime. (I also installed the lcpdfr version for the complete edition obviously.)
