LSPDFR/RPH not hooking

Spoiler

Hey so I'm not exactly what to do at this point. My RPH will not hook into GTAV. Either it says "Game is already running" or just gets stuck saying "Launching game via Steam." I've already attempted everything you guys are going to say.

1.) Adding the GTAV folder to your AV exceptions √

2.) Changing compatibility privileges √

3.) Full reinstallation both RPH and GTAV √

4.) Restarting PC √

5.) Repairing game folders √

6.) Verifying game files √

Basically you name it I done it and it didn't work. I was hoping anybody from anywhere at this point would know. Do not ask me for a full list of my game mods. All they are is related to the mods folder and I know for a fact it is not the mods folder. As I've done this before with a fully base game and just RPH installed, and it still does it.

It either does this:

Or it does this:
