when i load up rph it loads all the way but when i get in game it freezes on lights or is jus a black screen. i restarted my pc and it didnt help. plz help

1. Update LSPDFR/RPH https://bit.ly/3A9CIhX 
DOWNLOAD THE "MANUAL INSTALL" VERSION, copy and paste EVERYTHING in the zip except for the licenses and lspdfr folders (you can ignore them) into your main GTA directory.
2. Try launch regular GTA first, then once you've loaded in story mode and can move your character around tab-out and launch RagePH.

whenever i load in it freezes on regular gta and lspdfr. do u want me to send my rage plugin settings. if so how do i screenshot.🙂

What exactly do you mean "on regular gta and lspdfr"?
I told you to launch the game first and load in game... Does it freeze at that point? or only once you've launched RPH?
How long do you wait for it to do anything once it starts to freeze?

it freezes when the light and sirens show up on both rph and regular gta

Try renaming your mods folder to _mods
Then try start your regular game again.

when i rename it, it freezes on lights and sirens on both regular gta and rph. but when i change it back to mods, it freezes on a black screen but you can still hear the music. i would have to restart my pc when it freezes on the black screen.

1. Stop trying to launch RPH - If your regular game is not working RPH definitely wont

2. Keep your mods folder renamed to _mods
3. Do you have a vfs.dll file in your main game directory? if you do Rename the vfs.dll file to _vfs.dll. 
Then try start your game again.
4. If still not working verify your game
 

how do i not have the vfs.dll file. i haven't deleted anything
