I've been troubleshooting different issues for the past 2 weeks and finally got my game working perfectly fine this morning, i turn my pc off and run to town for maybe 3 or 4 hours then come back and it's stuck on the loading screen. I have everything updated as far as i can tell and havent added anything at all new to the game.

i just finally got it to load in by waiting some 15-20 minutes but my lspdfr crashed repeatedly and when i closed my game i never got an rph log from when it actually loaded in so heres my latest rph log where it got stuck on loading screen RagePluginHook_08112022_010007.log

I have this same issue.  Game loads fine without Rage.  Game loads fine with Rage (and loading no mods).  Game crashes while "populating world" when attempt to load Rage with ONLY LSPDFR.  My error log looks essentially the same.  I've been trouble shooting a couple of days and can't seem to find the issue.

mine fixed its self, idk whats up with it. i noticed it was still taking longer than usual to load so i turned off force windowed mode and borderless window in rph settings. maybe try enabling or disabling them

What's strange is mine would load fine the first time after a PC restart, but then wouldn't load again.  If I restart my PC it would load fine again.  Toggling those rph settings did not resolve the crash.

sorry to hear that it didnt fix the crash. im thinking it has something to do with the new update, i could be wrong tho
