The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

That means you have an issue in your mods folder. The reason it worked is because adding a "_" disables the folder. Revert any of your mods folder changes, and make sure to rename it back to "mods".

If thats the case, I may know the problem, may you send me your global.gxt2 file?? it's located in american_rel.rpf

I have no idea what a non-mods folder is, but my best guess is you mean a folder that contains backup files before modding and if that's the case my idiotic self didn't back up the files, that's why im asking for global folder

I just did a clean reset, I screwed up the whole thing. I accidentally placed down an edited file, and nobody is giving me the original so yeah, I'm starting from scratch.
