I am specifically looking for info from an admin for this post UNLESS someone can give me the correct info

 

I would like to add a MOD that was NOT created by me.  It was on here at one point but is no longer located on here and I believe it no longer on any other sites.  How can I place it back on here "legally"?  I do not believe the creator is even active in modding anymore and I do not believe there is any way to get ahold of them.
