Addon Vehicle ELS Stage 3 Issue

I have been having a recent problem with two of my addon vehicle packs. Stage 1 and Stage 2 work as they should but when I get to Stage 3, the lightbar only turns on and no other emergency lights on the cars turn on. On the explorer, the whole lightbar goes on as it should but the other lights don't even come on, other than the mirror lights, which shouldn't be white. On the taurus, the side lights on the lightbar come on and two inner ones on the back of the bar, other than that, those are the only lights that come on. It also gives off extreme light as seen on the last pic. I am an experienced modder and never ran into this issue before. I installed both packs correctly, which have been working for the past year, but all of the sudden I used them recently and noticed the issue. I tried a lot of things like reinstalling the packs, re-adding the ELS.xml files, and moving the carvariations code to the main game directory, all have not worked. I added pictures for reference. Any assistance with this is greatly appreciated!
