The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I have looked for a while now and i cannot find what is causing this error. I have attatched my log of the startup

(Also if there are any other errors, related or unrelated, that i need to fix please list them)

Solution

1. Delete the EUP folder in GTA/plugins

2. You have an error in one of your LSPDFR config files '<', hexadecimal value 0x3C, is an invalid attribute character. Line 13, position 36.
most likely its in the Grand Theft Auto V/lspdfr/data/custom/agency_lsap.xml file.
