Please send the RAGEPluginHook.log file in your GTAV root. They are much more useful.

Try renaming your mods folder to "_mods".

I mixed my spooner mods and LSPDFR mods in the same folder does this look right cuz i know I'm doing something wrong lol

Not sure that that's supposed to look like that... Which directories are those pictures from.
