Very odd. This is gonna sound a bit repetitive, but I've noticed that uninstalling GTAV through Steam/Epic is really finicky. Try first deleting your whole Grand Theft Auto V folder, then using the uninstall button. This will ensure no files are left over.

nono the game works but rph dosent like i can launch without rph

Then i'm unsure. I really can't think of anything. It should've been fixed while doing this if it wasn't a software interference issue or something of the like:

Do you have GeForce experience installed? If so, disable NVidia Overlay and re-try.

 

Also, if you have an antivirus, add an exception for your GTAV folder. There should be a tutorial on how to do this online.
