I installed a few new mods recently.  Everything was going good until i found out that the EUP clothes are broken. Its just random articles of clothing like parachutes and clown masks.. I have reinstalled EUP several times, verified game files, replaced the dlclist with a vanilla one, etc. The console says i'm missing these DLCs:

I have checked my DLClist and all of them are there. They aren't in mods/update/x64/dlcpacks but in update.rpf/dlc_patch. Is this normal? Should i copy these from dlc patch into my dlcpacks folder? Please help!

Did i mention that even the default, non EUP LSPDFR uniform looks like garbage too?
