Traffic lights timing and traffic control

I'm wondering if two kinds of mods exist:

1. A  mod that increases the efficiency on the traffic light system. I want to drive according to the road rules, but I don't feel like waiting 5 minutes at every intersection.

2. A mod that allows you to tell drivers where to move their car. Ideally multiple drivers at a time. An example that happens to me reasonably in which this would be useful is when cars are close to a burning car and the only option I have is to slow down or stop traffic.
