Recently I had attempted to add a NJSP pack into my game (GTA IV Ver 1.0.7.0 If I am correct.) and after that the game crashes when I enter the Loading screen, 

 

- What I tried to do in order to Fix this issue:

Remove the Pack with OpenIV

Add a Compatible Patch

 

- Further Info:

In the mean time I also added a Trainer to go along with it.

 

Any Help would be greatly appreciated.

Quick Edit - I have managed to fix the issue slightly by re-verifying the game files through steam and reinstall LCPDFR, However I still crash when "LOADING MISSION NAME HERE" appears.

Edit Once again, I deleted my savegame in attempt to fix it, shit still doesnt work. At this point I'm convinced I am going to have to reinstall GTA IV
