How Should I Release This/These Pack(s)???

So anyone who has seen my recent gallery images can see that I am working on my "Liberty State Mega Pack".

I just need to know how to release it.  The pack, though it is a mega texture pack on custom models that I've built, there are going to be "sub-packs" so every department will get their own pack so I can give them all their due models.

So my question is, should I release the first one as one giant mega pack - using area liveries mod, etc.

OR, should I just release the overlapping sub packs and the actual sub packs?  I'll explain the sub packs here:

Agencies:

Liberty State Police (LSP)

Liberty Capitol Police (LCP)

~Liberty Port Authority (LPA)

Liberty Tri-Island Police (LTIP)

Liberty County Police Department (LCPD)

Borough of Dukes Police Department (DPD)

The Sub Packs Would Be:

Liberty State Police and Capitol Police

~Liberty Port Authority ~and Tri-Island Police

Liberty County Police

Borough of Dukes Police

Meadows Township Police

Town of Broker Police

Bohan Public Safety Police

Algonquin Police + Metro-Transit Police

~Rapid Transit Police (possibly)

Alderney County Sheriff + Tudor and Acter Police

I know that seems very complicated but I promise it's not lol

But the question is, should I drop just one huge mega pack along with the sub packs or just the sub packs and all that?

These are all on the sample models but again, they will soon get their own custom models so they can be on the vehicles they are supposed to be on.
