When in GTA IV do the following:

Alt+Tab to desktop > Ctrl+Alt+Del > Task Manager > Right click "GTAIV.exe" and then "go to process" > Right click GTAIV.exe when on processes > Priority > High / Realtime

Close any other program, you ideally want GTA IV to be the only thing visable under "Applications" in task manager, and judging by the amount of cpu / ram your using when you arrest someone, I highly suggest you try it.

If this is a performance issue, which I suspect it is take a look at my commandline.txt settings and modify them for yourself

Modify these in notepad and then save it directly to your GTA IV directory as commandline.txt

Start up the game, if your still getting issues, close the game, drag the file out of the directory, edit it, save it then drag it back into your GTA IV folder

Even with a semi-medium card like mine, I have to have medium-low settings to run it smoothly.

I did high and all that did was make it laggy for me. I got flashlight to work again but when I did arrest it froze, same problem. I also have tried it without stuff running and it still occurs.

When I did the commandline by itself way faster, thanks I will use that in the future but still crashes

Combinned same proble, freezes when I walk into place handcuffs it was at around 588k... I don't think it has to do with my memory then?

what systm specs do you have..first you should make sure gta iv can run well on them and after that i say uninstall everything to do with GTA IV then reinstall the game and dont install any mods and launch it up to see if you have problems if it works and runs well, then go here and do the automatic intall ... SAVE it to your DESKTOP then go to the DESKTOP and RUN the AUTOMATIC INSTALL AS ADMINISTRATOR!.. and if you bought GTA IV off Steam Let me know because i can help further!

I did the reinstall and I did use the autoinstall from the desktop as admin, same problem. I also did get it from steam. Thanks for replying though, seems like everyone else lost hope..
