I completely reinstalled GTA5, LSPDFR, EUP(Menu,SR,LO,Ultimate Edition), ELS. After installing all those things I decided to install all the car packs for EUPFR Ultimate Edition-

 After installing all of them, I launched my game and it crashed, I also installed pack file limit adjuster, heap adjuster, and a game config for "limitless vehicles". The game still crashes and I looked at other forums and nothing changed anything. Can anyone help or is it just too many cars for my game to handle?

Try renaming your mods folder to "_mods"
Then try start your game again.

The game doesn't crash anymore, but now its LSPDFR that crashes and it keeps me in an infinite loading screen.

I have exatly your problem, the first one you can resolve with this gta-5-gameconfig-300-cars so now the game work with all the mod pack and u cane re-enable the mod pack but after that I have the lspdfr crashing. I did the same your installation something wrong when we install the requirement car packs for EUPFR Ultimate Edition

Most likely then there is an issue in your mods folder but before we confirm that
Try launch regular GTA first then once you've loaded in game and can move your character around tab-out and launch RagePH.

So I have decided to completely reinstall gta to remove everything out of its folder, I then reinstalled LSPDFR, ELS, EUP(all of them), but do the ultimate edition one that lets you set up your own addon cars. So far it's working without any problems.

For future reference there is almost never a need to reinstall GTA. There are screenshots of what a clean GTA folder is there would be no need to redownload the whole GTA.
