The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

And why is GTAV installed in Fornite which is installed in Videos...

GTAV/Plugins : RAGE plugins. Loaded by RAGE.

GTAV/Plugins/LSPDFR : LSPDFR Plugins. Loaded by LSPDFR.

    You choose the install location, but that must've been the default. Though, you must've selected the Videos folder at some point...I'm sure.
