I just setup LCPFFR tonight for the first time - I can create a character, go on duty, get calls, but no vehicals will pull over for me.  If I call back up the backup will pull them over.

No menu pops up to give me any options to do anything.  Pointing my gun at suspects does nothing - they just keep running (although backup can get them to stop)

As soon as backup has them in cuffs the suspects just start walking away and it shows as an arrest.

Similarily when I went to a robbery - none of the suspects running out of the store were marked red and just ran away.

Try going into your ELS.ini file and changing ElsTrafCtrlOn to false
