Sun in game is WAY to bright for my liking.

Hello world, so I have some visuals installed that I really like but dislike the fact that the sun is blinding. I attached below the effects it has around the afternoon time. Number one will show the sun and number two shows how bright it reflects off the vehicle which I also dislike. The bright reflection of the vehicle happens no matter the time of day but afternoon is when the actual sun is way to bright. Is it a setting in visualssetting.dat that can dim the sun and brightness of reflections? If that makes any sense I'm glad if not ask for me to clarify please, thank you to anyone who attempts to help!
