Please help with badges problem

Hello guys. Can someone tell me how to replace badges? I have eup , and i want to replace vanila badges with nypd. I downloaded nypd megapack and i have folder with belt badges and chain (neck badges) i replace the files in mods folder using gtaiv, and nothing happens. ( 1 badge is replaced but it is cut in half). Nypd pack is for eup 8.1 and 8.2 , i even have newer eup 8.3.

If someone could help i would really appreciate, since i really want my character to have detective and sergeant badges around the neck while wearing nypd iconic windbreaker.
