I believe that KevinDV already created this, or something very similar to it.  Its what I originally had as Ladder 23 if you remember.

I created a Johannesburg version of the E-One ladder, I would actually make the one that Nutt posted and an FDLC version but I haven't gotten to it yet because of the pressure with the Caprice.
