How to decrease the amount of cops that spawn in dispatch.meta?

I want to decrease the amount of cops that spawn in dispatch.meta. I have a modded dispatch.meta and it spawns way too many cops. It spawns in various different kinds of cops on different wanted levels. Like SUVs and normal cars on 2 stars, highway patrol comes out on 3 stars, etc. I like the variety but its doubling the amount of cops and crashing the game. How would I decrease the amount of cops that spawn? I want to keep the mod I just want to tone it down alittle. 

I also want to remove the police helicopters on 3 and 4 stars. I know it's possible I used to have a mod that completely removed them. Would I just completely delete the line for polmav on each wanted level? 

With the mod I have the military comes out at 5 stars. I replaced the barracks truck. I didnt do anything but replace it. It has horrible steering so the AI can only drive in a straight line until they crash. How would I fix the handling? I just want to make the steering looser so the AI can actually drive it. I didnt mess with the handling at all I only replaced it so I'm not sure why it's any different than the normal barracks. I could see what steering the vanilla version has and then just type it into handling.meta but I dont know which line it would be. Does anyone know which line I need to copy?
